PSE certification is Japan's mandatory safety certification, which is used to prove that electrical and electronic products have passed the DENAN Law or the international IEC standard safety standard test. Japan's DENTORL Act (Electrical Equipment and Material Control Act) stipulates that 498 products entering the Japanese market must pass safety certification. Among them, 165 category A products should obtain the PSE logo of diamond shape, 333 category B products should obtain the round PSE logo.

Ways for Chinese Enterprises to Acquire Japanese PSE Certification

With more and more countries joining WTO, in order to be in line with the international standards, many countries have formulated laws and regulations to restrict the safety, energy saving, environmental protection and other technical indicators of various commodities, which can not only ensure the level of their industries and markets, but also form certain technical barriers.

Japan is a country with a complicated system of safety laws and regulations. If foreign products want to enter the Japanese market, they will face a higher threshold.

Requirements of the Electrical Supplies Safety Act (DENAN)

Japanese purchasers must register with the Ministry of Economy and Industry (METI) within one month of purchasing goods. DENAN items sold in Japanese Market

Electrical and electronic products within the scope of recording must pass the PSE certification. DENAN divides electrical and electronic products into two categories: specific products, including 115 products, and non-specific products, including 338 products. Specific electrical products must be inspected by a third-party certification body authorized by the Ministry of Economy and Industry of Japan, and PSE certification certificates shall be issued. The validity period of certification shall be from 3 to 7 years, and PSE diamond logo shall be affixed to the products. Non-specific electrical products need to prove their conformity through self-inspection and declaration, and add PSE circular logo to the products.

Approaches and Requirements for DENAN Compliance

According to DENAN requirements, products certified by PSE must meet the requirements of relevant safety technical benchmarks. There are two kinds of safety technical benchmarks for electrical products in Japan:

(1) Japan's technical benchmark 1 refers to Japan's domestic technical standards, which differ greatly from IEC standards in terms of technical requirements and are independent of each other.

(2) Japan's technical benchmark 2 is a standard issued by the Japanese government in 2002 in accordance with relevant IEC standards, but not all electrical products have corresponding technical benchmark 2 standards.

The manufacturer may choose to check the suitability according to technical benchmark 1 or 2, and the PSE mark can be affixed after passing. In general, technical benchmark 1 and benchmark 2 cannot be used together.

The applicant for PSE certification may be a manufacturer or an importer.

DENAN also requires that the name or ID of the purchaser be labeled on the product so as to supervise and manage the product in the future sales process.

The safety responsibility of imported products to Japan is entirely borne by Japanese importers. Therefore, importers must keep inspection reports and inspection records, as well as check inspection records through computer networks.

How Chinese Manufacturers Get PSE Certification

Chinese manufacturers should first determine whether the products they apply for are within the scope of authorized acceptance by the China Quality Certification Center (CQC). Since the current CQC license is based on technical benchmark 2, manufacturers have to choose technical benchmark 2 to apply for PSE certification. After confirmation, the manufacturer may submit a written application to CQC and submit the samples and technical data to the PSE Certification Laboratory for type test. Since both China and Japan are members of the IECEE-CB system, test reports can also be directly converted from CB reports. After the completion of the inspection report, the applicant shall provide the Japanese manual for use or assembly, the product-related structure and components information, the relevant information of the testing equipment, the factory quality inspection report (including 100% electrical strength test report of the production line, operation inspection record, etc.) and accept the factory inspection arranged by CQC. PSE certificate can be obtained through factory inspection.

Other matters

Although DENAN covers almost all electrical products (similar to the EU Low Voltage Directive), it is temporarily subject to the catalogue in the decree issued by the Ministry of Economy and Industry of Japan. Voltmeters, ohmmeters, computers and other products are still outside the catalogue, but the key components and materials of computers belong to the category of specific electrical products.

DENAN allows the use of standards compatible with IEC electrical standards for testing, even with technical regulation 2, which is in line with the trend of international development of standards. Japan's Ministry of Economy and Industry has authorized four foreign certification bodies, including CQC, to carry out PSE certification. CQC is the only one authorized to carry out PSE certification.
