In order to fulfill its WTO commitments, the Chinese government issued a compulsory product certification system on December 3, 2001. From May 1, 2002, the State Accreditation Regulatory Commission began to accept the first batch of 132 products of 19 categories listed in the compulsory product catalogue.

On December 3, 2001, the General Administration of Supervision, Inspection and Quarantine of China and the State Accreditation and Accreditation Supervision and Administration Committee issued the Mandatory Regulations on Product Certification Management. The mandatory certification management of 132 products of 19 categories listed in the catalogue is implemented, which includes "unified catalogue, unified standards and assessment procedures, unified marks and unified fees". The original "CCIB" certification and "Great Wall CCEE certification" are unified as "China Compulsory Certification" (English name is China Compulsory Certification). "3C" certification has been fully implemented since May 1, 2002 (later postponed to August 1), and the original system of product safety certification and import safety and quality licensing has been abolished at the same time. At present, the mandatory product certification system has been published, including Mandatory Product Certification Management Regulations, Mandatory Product Certification Mark Management Measures, Catalogue of the First Batch of Products Implementing Mandatory Product Certification, and Notice of Issues Relevant to Implementing Mandatory Product Certification. The first batch of products listed in the compulsory certification catalogue include wires and cables, switches, low-voltage electrical appliances, power tools, household appliances, car tyres, truck tyres, audio and video equipment, information equipment, telecommunication terminals, motor vehicles, medical devices, safety equipment and so on.

Up to now, a number of products have been released. In addition to the first catalogue, paints, ceramics, automotive products, toys and other products have been added.

It should be noted that the 3C logo is not a quality logo, but only a basic security certification.

3C certification is mainly an attempt to thoroughly solve the problems that have appeared in China's product certification system for a long time, such as multiple policies, repeated reviews, repeated charges, and the separation of certification and law enforcement actions, through a package of solutions such as "unified catalogue, unified standards, technical regulations, conformity assessment procedures, unified certification marks and unified fee standards", and to establish a system in line with international rules. Consistent technical regulations, standards and conformity assessment procedures can facilitate trade facilitation and liberalization.

3C certification is the abbreviation of China's compulsory product certification. The main contents are summarized as follows:

(1) In accordance with relevant WTO agreements and international prevailing rules, the State shall implement a unified compulsory product certification system for products involving human health safety, animal and plant life safety and health, as well as environmental protection and public safety. The State Certification and Accreditation Supervision and Administration Commission shall be responsible for the management and implementation of the compulsory national product certification system.

(2) The main features of the national compulsory product certification system are that the state publishes a unified catalogue, determines unified applicable national standards, technical rules and implementation procedures, formulates unified labels and marks, and stipulates unified charging standards. All products listed in the compulsory product certification catalogue must be certified and qualified by the certification authority designated by the state. Only after obtaining relevant certificates and applying certification marks, can they be manufactured, imported, sold and used in business service places.

(3) According to China's WTO accession commitments and the principle of national treatment, 138 products were covered by the original two systems. The catalogue published this time deleted 16 products, such as medical ultrasound diagnostic and therapeutic equipment, which were originally listed in compulsory certification management, and added 10 products, such as safety glass for construction. There are 132 products actually listed in the catalogue for compulsory certification.

(4) The State shall use uniform marks for compulsory product certification. The new national compulsory certification logo is named "China Compulsory Certification" and its English name is "China Compulsory Certification", which can be abbreviated as "3C" logo. After the implementation of China's compulsory certification mark, it will replace the original "Great Wall" sign and "CCIB" sign.

(5) The State shall uniformly determine the items and standards for compulsory product certification fees. The new charging items and standards will be formulated according to the principle of non-profit-making and reflecting national treatment, taking into account the current charging situation, and referring to similar overseas certification charging items and standards.

(6) The compulsory product certification system came into effect on August 1, 2002, and the relevant certification bodies formally began to accept applications. The original product safety certification system and import safety and quality licensing system have been abolished since August 1, 2003.
